How is Freelancer Income Taxed in Pakistan?

Pakistan's freelancers and IT exporters operate under a unique and highly favorable tax regime. Under SRO 586(I)/1991 and subsequent FBR notifications, IT services and IT-enabled services (ITeS) exported from Pakistan are exempt from income tax until June 2026 — with strong indications of further extension.

However, exemption does not mean zero obligation. Every freelancer earning above Rs. 600,000 annually must file an income tax return, register for NTN, and appear on the Active Taxpayer List (ATL) to benefit from lower withholding tax rates on banking transactions, property purchases, and vehicle registration.

Freelancers receiving foreign remittances via PayPal, Payoneer, Upwork, Fiverr, or direct bank transfer must also obtain a Proceeds Realization Certificate (PRC) from their bank — this document proves the foreign origin of income and is essential for claiming the tax exemption. Do Pakistani freelancers pay income tax?+

Pakistani freelancers providing IT and IT-enabled services to foreign clients are currently exempt from income tax on those earnings under FBR's SRO 586(I)/1991. However, you must still file an annual income tax return, register for NTN, and maintain ATL status — the exemption applies to tax payable, not to the filing obligation.

What is a Proceeds Realization Certificate (PRC) and do I need one?+

A PRC is an official document issued by your bank confirming that a specific remittance originated from abroad as payment for services. It is essential for proving the foreign origin of your freelance income and claiming the IT export tax exemption. You should request a PRC from your bank for every significant foreign remittance you receive.

Do I need to register with PSEB as a freelancer?+

PSEB registration is not mandatory for individual freelancers to claim the FBR tax exemption — NTN registration and return filing are sufficient. However, PSEB registration is beneficial for IT companies and freelancers who want official IT exporter status, access to PSEB's support programs, and duty-free equipment imports.

What happens if I don't file my tax return as a freelancer?+

If you don't file, you are removed from the Active Taxpayer List (ATL). This means you pay significantly higher withholding tax rates — up to double — on every bank transaction, property purchase, and vehicle registration. You also become liable for a penalty of Rs. 40,000 or 0.1% of tax payable per month of default under the Income Tax Ordinance 2001.
